This program may be started at any campus and is completed only at Penn State Harrisburg.

The Elementary and Early Childhood Education program is characterized by its humanistic approach to teaching.The program offers extensive field experiences in the junior year prior to student teaching, as well as emphasis on the special problems of urban teachers. An objective of the program is the development of self awareness and independence in students, freeing them from the typical dependent relationships with instructors. Thus, students are expected to exhibit initiative and self-direction toward professional goals and demonstrate professional behavior in contacts with public school personnel.

The B.El.Ed. in Elementary and Early Childhood Education is offered by Penn State's Capital College.
