Ph.D. / LAW AND POLICY

The College of Communications offers the opportunity for doctoral studies with a nationally and internationally acclaimed faculty in First Amendment, media law and telecommunications policy. The faculty members who specialize in these areas have published widely and are among the leading researchers working in the field today.

Collectively, the Communications Law & Policy faculty group has published more than 19 books and treatises, 50 journal articles, 60 law journal articles, and 50 reviews and commentaries in the nation's leading newspapers and magazines. Additionally, they appear frequently as experts in the regional and national media. They serve as consultants to industry, international organizations, and government and are called upon to testify before state legislatures and Congress.

The College is home to the Pennsylvania Center for the First Amendment and the Institute for Information Policy. These organizations serve as centers for research and outreach. Research spearheaded by these organizations has been cited in testimony to Congress and in briefs and petitions to the U.S. Supreme Court.

At Penn State, doctoral candidates may specialize in a wide range of law and policy topics, including traditional First Amendment theory, libel, privacy, free press-fair trial issues, freedom of information, obscenity and copyright. They may also specialize in telecommunications policy, examining issues such as media convergence, the digital divide, Internet law and information economics.

During their first year in the program, students enrolled in the track take a seminar in First Amendment theory, legal research methods, and policy analysis. Candidates examine existing media-specific legal/regulatory models and consider the consequences of technological and marketplace convergence. Candidates develop an ability to work in an interdisciplinary environment and have the opportunity to use legal, economic and other methodologies.
