Penn State EMS Standard Operating Procedures and Constitution

THE PENN STATE EMERGENCY MEDICAL SERVICES (EMS) ASSOCIATION Date of origin: January 1993 Article I. Purpose The purpose of the Penn State EMS Association is to promote comradery among students with an interest in EMS; to promote EMS awareness and education; and to support the university in its efforts to deliver quality emergency medical services. Article II. Membership A. The membership shall be divided into active and associate members. 1. Only currently employed faculty, staff, and currently registered students shall be eligible for active membership. Fifty percent plus one must be currently registered undergraduate students. 2. All others interested in furthering the purpose of the Penn State EMS Association shall be associate members. Associate members may not hold office, vote, preside, officiate, or solicit funds on behalf of the organization. B. Currently registered students must be admitted as active members. Article III. Officers A. Only full-time, officially registered students shall be eligible to serve as appointed or elected officers. Limitations are subject to USG Supreme Court approval. B. Offices 1. President: Elected. Is the spokesperson for the organization. The president presides at all meetings. 2. Vice-President: Elected. Serves as president when the president is unable to do so. 3. Secretary: Elected. Responsible for keeping records of meetings, membership, and correspondence. 4. Treasurer: Elected. Responsible for submitting an approved budget, requesting disbursements, and depositing funds with the Associated Student Activities. 5. Committee Chairs: Appointed by the president. Duties defined by the president. Serve at the pleasure of the president. C. All elected officers serve for a term of one year, beginning the month following elections and ending the month of elections. D. Filing unexpired vacancies: 1. Nominations are taken and elections occur at the meeting following the vacancy. 2. The quorum required is thirty-three percent of the active membership. 3. The majority required to elect a new officer is fifty percent plus one of the active membership present at the meeting. If 50%+1 is not obtained by one of the candidates, the candidate receiving the lowest number of votes is eliminated, and the active members will vote again. 4. The majority is derived from the active membership present at the meeting. 5. Nominations to fill unexpired terms may be made by any active member of the organization. Article IV. Meetings A. The Penn State EMS Association will meet at least two times per semester. B. Adequate advance notice must be given to the membership. Article V. Voting A. Only active members may vote. B. The quorum required is thirty-three percent of the active membership. C. The majority is fifty percent plus one of the active membership present. Article VI. General Business Meetings The quorum required for the general conduct of business is thirty-three percent of the active membership. Article VII. Finances A. All funds are to be deposited and handled through the Associated Student Activities (ASA) in 202 HUB. B. This organization shall collect dues that will not be excessive. The amount shall be determined by a vote of the active membership. C. Dues are a condition of membership. D. Dues shall be collected semi-annually, during fall and spring semesters. Article VIII. Advisor This organization will retain an advisor who will be a member of the university community. Article IX. Elections A. Nominations and elections shall take place during the second meeting of the spring semester. B. Election codes: 1. The quorum required to conduct nominations and elections shall be thirty-three percent of the active membership. 2. The majority needed to elect shall be fifty percent plus one. 3. The majority is derived from the active membership present at the meeting to elect. 4. Any active member may nominate an active member for any office. 5. Active members shall cast secret, written ballots for the candidate of their choice. Each active member shall have one vote per office. If 50%+1 cannot be obtained, the candidate with the lowest number of votes shall be dropped from consideration and the active members shall vote again. Article X. Amendments A. Amendments to this constitution may be introduced at any meeting. Voting shall occur at the meeting following its introduction, with the amendment taking effect following USG Supreme Court approval. B. The quorum needed to vote on amendments is thirty-three percent of the active membership. The majority needed to pass an amendment is fifty percent plus one of the active membership present at the meeting. C. Any active member may introduce a constitutional amendment at a meeting. At the following meeting the active members shall vote on proposed amendments. If the amendment passes, it shall be sent to the USG Supreme Court for approval. D. All amendments are subject to the approval of the USG Supreme Court. Article XI. Parliamentary Authority Robert's Rules of Order, Newly Revised, by Sarah Corbin Robert shall be used in all cases not covered by this constitution. Article XII. Copies of Constitution Copies of this constitution shall be made available to anyone upon request.
