The University's goal is to adjust to shifting student interests and to accommodate all qualified students in the undergraduate majors of their choice. When limitations of space, faculty, or other resources make this goal unattainable, the college dean responsible for the major may request administrative enrollment controls.

Entrance to majors with administrative enrollment controls is determined by enrollment in the appropriate college, completion of the application process, completion of specified courses, and academic performance. Applicants are considered for admission on the basis of their cumulative Penn State grade-point average (GPA) typically after three semesters. Provided that all of the other requirements for admission have been met, students who have a cumulative GPA of 3.00 or higher cannot be denied entry to most controlled majors. However, special criteria apply to two majors in The Smeal College of Business Administration and the Information Sciences and Technology major at University Park. Entrance Criteria for the Film/Video major: Applicants must be 4th semester or higher and have received a grade of C or higher in COMM 150 and a grade of B or higher in COMM 242.

Entrance Criteria for the Secondary Education major: Four prerequisite courses (C I 295, EDPSY 014, EDTHP 115, and PSY 002) required for all options and prerequisites required in each option as listed below. Prerequisite courses common to all options and prerequisite courses unique to individual options are to be completed with a grade of C or better by the end of fall 2001. However, spring 2002 courses will be considered if fall 2001 cumulative grade-point average meets the approved criteria.*

• English/Communication-ENGL 015 or 030, 202 (A or B), SPCOM 100A.
• Foreign Language/Bilingual Education-Proficiency equivalent to 8 credits in the foreign language, demonstrated either by course work or examination.
• Mathematics-MATH 140, 141, and CMPSC 101.
• Biological Science, Chemistry, Earth and Space Science, and Physics-BIOL 110 or 011 and 012; CHEM 012, 013, 014, and 015; MATH 140; and PHYS 201/211 or 215 as determined by the certification option.
• Social Studies-PL SC 001 and 9 credits from HIST 001, 002, 020, and 021.
• No student with less than a 2.50 cumulative grade-point average will be admitted to the major.*

Entrance Criteria for the Special Education major: Completion of EDPSY 014, EDTHP 115, PSY 002 and 213, and HD FS 129 with a grade of C or higher per course. No student with less than a 2.50 cumulative grade-point average will be admitted to the major.

In addition, candidates must present scores from the PRAXIS Communication Skills Test and from the Penn State Mathematics Test and document 80 hours of volunteer or paid work in two different settings with special-needs populations age-appropriate to this major. At least 40 hours must involve work with individuals from an underrepresented group or who are from rural or urban areas, but different from the candidate's own background.

Entrance Criteria: Student must have completed IST 110, 210, and 220 with grades of C or better.

Students originally admitted into the School as baccalaureate freshmen for summer/fall 2000 at any campus or as associate freshmen in the baccalaureate option and who have a cumulative grade-point average of at least 3.50 are guaranteed admission into the major as juniors if they have completed each of the required courses with a grade of C or better.

The remainder of the 200 openings in the major will be filled by those students admitted as freshmen summer/fall 2000 with the highest cumulative GPA who request entrance to the IST major at University Park and who have completed each of the required courses with a grade of C or better. Students from all campuses and colleges, including students enrolled in DUS, will be eligible to compete for these openings.
