The Office of Planning and Institutional Assessment is available to consult with units and facilitate the implementation of Penn State's strategic priorities. It is the Office's mission to support the University's efforts to plan, assess, and improve programs and services, and there is no charge for the Offices's consultation services. The Office uses organizational change tools to help units assess their needs, develop strategic plans, improve key processes, and develop collaborative team environments.

Continuous Quality Improvement

Individuals or teams seeking information about Penn State's approach to continuous improvement may obtain services such as team training, facilitation and consultation from the staff in the Office of Planning and Institutional Assessment at no charge to the unit. Support services may include:

  • Assistance with identifying a process for improvement

  • Fast Track Improvement facilitation

  • Team building and team training

  • Selection and use of tools for gathering process and/or customer data

Strategic Planning

Individuals or units requesting assistance with strategic planning initiatives may contact the Office of Planning and Institutional Assessment to obtain services at no charge. Services provided may include:

  • Facilitation of strategic planning meetings and retreats

  • Help with development of priorities, goals and implementation plans

  • Identification of strategic indicators and performance measures

  • Change management workshops

Assessment

The Office of Planning and Institutional Assessment is available to help colleges, departments, and other units conduct focus group research that supports planning and CQI efforts.

Focus groups have long been an important tool for marketing research in the for-profit sector. Nonprofit organizations, including universities, also employ this group-interview technique to help with the planning of new programs and to help evaluate and improve existing programs. To an increasing extent, they are viewed as a practical way to obtain actionable information.

The Office of Planning and Institutional Assessment has experience in planning such studies, in designing protocols, in moderating sessions, and in writing brief reports of results. Within the limits of staff availability and workload, the Office works in partnership with other Penn State units to conduct focus group research on topics consistent with the University's improvement-oriented quality, planning, and assessment efforts.
