On March 28, 2003, Dr. Kevin Grigsby, vice dean for faculty and administrative affairs at Penn State's Hershey Medical Center and College of Medicine, presented information to the Quality Advocates' Network about a strategic planning process implemented by Hershey. This process, called mission-based budgeting, integrates program review, planning, and budgeting in a way that allows the medical center to better meet the challenges that it and other medical centers across the country are currently facing.
Goal: The goal of Hershey's mission-based budgeting process is to achieve a more equitable distribution of resources, responsibilities and rewards.
