4.1 Position the Commonwealth Campuses for Access and Affordability (Year 1: 2009-2010)
A re-emphasis on Penn State’s 2+2 model contributed to a 25% increase in enrollment at the Commonwealth Campuses from 2006-07 to 2009-10. The Chancellor Award program provides financial incentives for students to enroll at one of the campuses; research in the coming years with a control group will provide better understanding of the impact of the Chancellor Awards. In 2006 five campuses were included in the pilot Out of State Tuition Waiver program; data indicate that this has increased both access and affordability for students interested in attending Penn State.
