Loomis
Frederick
D. Loomis serves as Director of the Solutions
Institute in Penn State University's School
of Information Sciences and Technology. He also has an academic
appointment as Associate Professor of Information Sciences and Technology.
Loomis is a graduate of Penn State University, with advanced degrees
in higher education and public administration.
His areas of
interest include e-government, e-learning, leadership, strategy, organizational
development, and the management of information technology. Loomis has
published in the area of civil rights, management and e-government guides
for contingency planning and executive leadership on the Y2K computer
challenge. He has been an administrator with Penn State since 1988.
Prior to his service with Penn State, Loomis worked for over 10 years
with the U.S. Department of Education, Office for Civil Rights. From
September 1998 through December 1999, Loomis served as executive director
of the Pa2K Year 2000 Outreach Program in the Governor's Office for
Information Technology. In addition to leading the state's educational
outreach program on Y2K, Loomis also developed the first Pennsylvania
Governor's School for Information Technology, a summer residential outreach
program for outstanding high school students.
In his current
role as executive director of the IST Solutions Institute, he oversees
efforts to extend academic expertise to address pressing societal problems
such as workforce development, executive education, entrepreneurship,
business incubation, faculty development, accelerated learning and youth
outreach.
He is a member
of the American Society for Training and Development, the American Association
for Higher Education and the e-Pennsylvania Alliance.
