Amber Grove named Penn State’s new Title IX coordinator

UNIVERSITY PARK, Pa. — Amber Grove, director of Title IX and Clery compliance at the University of North Carolina Wilmington, has been named Penn State’s new Title IX coordinator. Grove, who has extensive experience in higher education in the areas of student conduct, residence life, sexual harassment and misconduct prevention, gender-based discrimination, and risk management, will begin her new role on Nov. 9 in the Office of Ethics and Compliance, reporting to Chief Ethics and Compliance Officer Tabitha Oman.

Following a national search, Grove succeeds Suzanne Adair, Penn State’s associate vice president for affirmative action, who has served in the role of Title IX coordinator on an interim basis since October 2021.

“I look forward to Amber’s leadership of Penn State’s Title IX program,” said Oman. “Her ability to work collaboratively across teams, coupled with her extensive knowledge of the dynamic Title IX landscape, will be a significant benefit to the Penn State community.”

In her new role, Grove will lead efforts across the University to ensure compliance with federal Title IX policies related to sexual harassment and misconduct, dating violence, domestic violence, stalking, and gender-based discrimination. Grove will work in partnership with Penn State’s campuses and offices, including the Office of Sexual Misconduct Prevention and Response, the Office of Student Accountability and Conflict Response, Human Resources, the Gender Equity Center, and the Affirmative Action Office, among others. Her responsibilities will include enhancing the University’s services, education and outreach for students, faculty and staff on the important topics of sexual misconduct and harassment, as well as overseeing the University’s response to Title IX reports, including investigations.

“As a Pennsylvania native, I am particularly honored to have been selected as Penn State’s Title IX coordinator,” Grove said. “The University has demonstrated a strong commitment to fostering a safe campus environment for all, and I look forward to working with the University community to ensure Penn State remains a national leader in this important area.”

Before her current role at the University of North Carolina Wilmington, Grove was the director of student engagement and responsibility and Title IX coordinator at Bethany College in West Virginia and a resident director at Duquesne University in Pittsburgh. An attorney, Grove practiced law at Rewis & Yoder, P.C. and Dornish Law Offices, P.C. in Pittsburgh. Combining her passion for law and educational access, Grove has served as an adjunct faculty member, teaching graduate-level courses on such topics as legal issues in higher education. Additionally, she regularly presents webinars and podcasts about compliance and access issues, with a particular focus on Title IX.

Throughout her time in higher education, Grove has been a member of the Association of Title IX Administrators, the National Association of Clery Compliance Officers and Professionals, and the American College Personnel Association. She is especially proud of becoming a recent Higher Education Resource Services Leadership Institute graduate, from its fall 2021-22 cohort.

Grove received a bachelor of arts degree, magna cum laude, from Duquesne University and a juris doctor degree from the Duquesne University School of Law.
