UNIVERSITY PARK, Pa. — Angela Church has been named senior director for Human Resources administrative units reporting to the vice president for Human Resources. With nearly a decade of human resources leadership and management experience, Church most recently served as senior associate vice president and chief human resources officer at the University of Oklahoma. Church will begin her appointment on Jan. 18.
Church has extensive experience in planning and designing human resources programs, building high functioning and empowered teams, evaluating programs, policies, and processes, and executing complex contract negotiations. Prior to serving as senior associate vice president and chief human resources officer, Church held the role of associate vice president of the University of Oklahoma Health Sciences Center. Additional former roles Church held include assistant human resources director of benefits, employee service center manager, benefits analyst, and sponsored programs administrator within the University of Oklahoma system.
During her time as senior associate vice president and chief human resources officer, Church implemented a new HR organizational structure and developed a three-year HR strategy to create measurable goals, streamline reporting lines, and foster collaboration across all University of Oklahoma campuses. Church worked to develop, promote and roll out various diversity and inclusion programs, as well as implemented a continuous quality improvement committee to drive data-based decision making. Church provided leadership in the reimplementation of a human capital management system to streamline and bring consistency to HR and payroll processes.

The role of senior director of Human Resources is highly collaborative and aimed at providing leadership for HR’s unit-based strategic partners within the administrative areas of Penn State. As senior director, Church will work to ensure proactive, consistent, timely, compliant and innovative human resources support to the University’s various administrative units. Church will collaborate with unit leadership, Human Resources strategic partners and Human Resources leaders to create transparent and effective HR services and practices.

Church received her masters of business administration from Southern Nazarene University. She also holds a bachelor of science in organizational leadership from Southern Nazarene University.
