Penn State updates COVID-19 international travel guidelines

COVID-19 international travel guidelines have been updated for students, faculty and staff participating in University-affiliated travel.

UNIVERSITY PARK, Pa. — As Penn State continues the 2023 spring semester, the University has updated international travel guidelines for students, faculty, and staff.

Employees and students traveling abroad for University purposes are no longer required to provide proof or attestation of vaccination status for COVID-19. This guideline went into effect on Jan. 20 for employees and will begin on Feb. 1 for student travel.

Penn State strongly recommends that all University-affiliated travelers be up to date with their COVID-19 vaccinations and vaccinations for other infectious diseases. Being up to date with vaccinations and boosters will help reduce the risk of contracting severe diseases while abroad and reduces the risk of any disruptions to the academic program and nature of travel due to isolation or quarantine. This recommendation aligns with international heath guidance and best practices in public health.

Any student or employee undertaking University-affiliated international travel should complete their own research into the specific vaccination, booster, testing, isolation or quarantine requirements of the host country/location, host institution or sponsoring organization. Each traveler has a responsibility to meet the requirements or protocols of their intended international location or program.

COVID-19 testing and vaccination requirements at international destinations and within the United States are subject to change without notice, and Penn State reserves the right to modify its requirements accordingly.

Non-U.S. citizens/non-U.S. immigrants are subject to specific COVID-19 vaccination requirements to enter the United States. For Penn State students and employees who are not U.S. citizens and are traveling internationally on University-affiliated business, it is critical that they review and meet the Centers for Disease Control entry requirements for the United States.

In addition, all individuals regardless of citizenship of vaccination status who are traveling by air to the United States from China, Hong Kong or Macau, and those traveling from Seoul, Toronto and Vancouver who have been in China, Hong Kong or Macau in the past 10 days are required to show a negative COVID-19 test result taken no more than two days before their flight departs. Individuals who have had COVID-19 in the 90 days before their travel to the United States can instead show documentation of recovery from COVID-19.
