UNIVERSITY PARK, Pa. — Below are the most recent active external research grants awarded to faculty in the Penn State College of Education.

Hollie Kulago, associate professor of education (curriculum and supervision), is principal investigator (PI) of an 18-month project titled “Professional Learning about Constructing Assessment for Indigenous Knowledges,” a partnership between the Navajo Nation Department of Diné Education (NNDODE) and Penn State that has been awarded $140,000 from the W.K. Kellogg Foundation. The purpose of this project is to engage professional learning for the project team in creating assessments for Diné character development curriculum through critical and Diné epistemological frameworks rooted in relationality and lived experiences to support Diné students’ identity development. This will support the NNDODE’s Diné School Accountability Plan. Logan Rutten (University of North Dakota) is co-leader. Dorthea Litson (Navajo Nation Department of Diné Education) is project community partner.

Kelly Rosinger, associate professor of education (higher education), is co-PI of a two-year project titled “Examining the most recent Outcomes-Based Funding (OBF) data to consider the impact of updated OBF policy designs and Return on Investment” that has been awarded $346,320 from Arnold Ventures. The project funds InformEd States, a multi-institutional research team focused on the equity and effectiveness of state higher education funding policies, to collect and examine recent outcomes-based state funding policies and their recent inclusion of return-on-investment measures. Rosinger’s partners on the project are Justin Ortagus (PI, University of Florida), Junghee Choi (co-PI, University of Oklahoma) and Robert Kelchen (co-PI, University of Tennessee, Knoxville).
