Scholar and entrepreneur alumnus to speak at IST commencement

UNIVERSITY PARK, Pa. — C. Frank Igwé, founder and president of Moravia Health, will present the 2025 spring commencement address for the Penn State College of Information Sciences and Technology (IST). The ceremony will begin at 9 a.m. on May 10 at Pegula Ice Arena.

Igwé earned his doctoral degree from the College of IST in 2008. In 2012, he founded Moravia Health, a home health care agency serving thousands of clients across the United States. Under Igwé’s leadership, Moravia earned The Joint Commission’s Gold Seal of Approval for best-in-class care nationwide and was named the official home care agency for the Philadelphia Eagles, the Philadelphia 76ers and the Philadelphia Union. Igwé also founded Moravia Cares, a nonprofit that helps low-income families by providing food, clothing and other necessary resources. 

“As a socio-technical scholar, Frank is an example of someone who’s using his IST degree to improve people’s lives,” said Andrea Tapia, dean of the College of IST. “With technology, he has created a way for his clients to be honored and respected while ensuring that those who provide the care are well-trained and supported.”

Igwé is widely recognized for his business and digital savvy, using technology to support health care, aging and recovering in place. He received City & State’s Healthcare Power 100 Award and was named Most Admired CEO of the Year by the Philadelphia Business Journal. He was honored as Top Entrepreneur of the year by Al Dia Media Group and named a Metro Philadelphia Black Power Player. He has been featured in the Philadelphia Inquirer, the Philadelphia Tribune and the Philadelphia Daily News, among other prominent outlets. In 2024, he was inducted into the Philadelphia Business Hall of Fame.  

“I am deeply humbled to be the keynote speaker for the College of IST, where I'll have the chance to share my experiences and insights with students,” Igwé said. “I'm looking forward to contributing to their educational journey and potentially leaving them with a lasting message of inspiration.”

In 2008, Igwé earned his doctoral degree in information aciences and technology from the College of IST at Penn State. In 2024, he became the college’s first recipient of the Dean’s Alumni Excellence Award for outstanding work in the field of information technology. He holds a bachelor's degree in civil and environmental engineering from the University of Oklahoma, a Master of Public Administration from the Fels School of Government at the University of Pennsylvania and an MBA from the Wharton School at the University of Pennsylvania, and he is a fellow at Harvard’s Kennedy School of Government.
