WILLIAMSPORT, Pa. — Pennsylvania College of Technology’s dual enrollment initiative will benefit from a $25,000 Educational Improvement Tax Credit (EITC) Program donation made by First Citizens Community Bank.
Penn College Dual Enrollment enables academically qualified high school and career and technology center students to take free courses for college credit.
In 2022-23, EITC funds helped more than 1,800 students throughout the commonwealth earn over 7,500 Penn College credits.
The Penn College Foundation is approved as an Educational Improvement Organization under the EITC program, which is administered by the state Department of Community & Economic Development.
“EITC donations are a vital resource, allowing us to offer dual enrollment opportunities for students at more than 50 partner schools and CTCs,” said Loni N. Kline, senior vice president for college relations. “We are grateful for First Citizens Community Bank’s gift, allowing us to extend applied technology education to high school students.”

Black, CEO and president of First Citizens Community Bank, and a member of the Penn College Board of Directors. “This donation aims to empower students through dual enrollment education, fostering brighter prospects and enriching our community’s educational landscape.”
First Citizens Community Bank, a supporter of Penn College since 1991, will be inducted as a member of the Ambassadors Society ($25,000-$49,999) on the college’s Donor Wall.
