University Park Fee Board announces key submission dates for funding proposals

UNIVERSITY PARK, Pa. — The University Park Fee Board (UPFB), which oversees the administration of the Student Initiated Fee at Penn State's University Park campus, has released a comprehensive timeline for the submission of new funding proposals, standing funding appropriations, and UPFB special funds for the 2024-25 and 2025-26 fiscal years. 

New funding proposals for fiscal year 2024-25

Units seeking to submit a new funding proposal for fiscal year 24-25 can find the proposal template online. These proposals are intended exclusively for units that are not currently receiving funding through the Student Initiated Fee. Proposals from student organizations are acceptable only if the funds can be administered through a University cost center. The deadline for submissions is 5 p.m. Friday, Jan. 12.

A completed example of a FY 24-25 new funding proposal is available online here to assist units in understanding the expectations and format of a successful submission.

The initial evaluation of proposals will be based on a set of baseline criteria. An online guide is available to educate unit submitters on the fundamental requirements before the UPFB conducts an in-depth review and deliberation.

New infrastructure and facilities project proposals for FY 24-25

Proposals for one-time projects related to physical improvements to facilities and campus infrastructure that support the student out-of-class experience can also be submitted; multi-year projects are acceptable. A template for physical improvement proposals can be found online here.

An example of a previously completed infrastructure and facilities project proposal can be found online for unit reference. Past projects that fall within this category include student center renovations, feasibility studies for projects like the Zero Emissions Fleet effort to electrify Penn State’s fleet of vehicles, and the installation of free menstrual-product dispensers across the University Park campus.

Strategic pause on special fund proposals

The UPFB has strategically paused accepting proposals for the Environmental Sustainability and Equity Funds for FY 24-25 to focus on completing its strategic planning process.

New funding proposals for fiscal year 2025-26

Details about new fee requests for FY 25-26 will be available in early February 2024, with proposals due by 5 p.m. Friday, March 1, 2024.

Standing funding appropriations

Units that are funded annually after approved funding from the UPFB are considered standing funding appropriations. Standing funding appropriations for FY 23-24 should adhere to the following deadlines:

  • Early February 2024: Funding proposal information for FY 25-26 becomes available.
  • Friday, March 1, 2024: Budget submissions for standing funding appropriations for FY 25-26 are due at 5 p.m.
