Poor intended the north wall fresco to be complete in itself, though part of an eventual series. He deliberately used the columns at either side of the staircase to be a frame for the central and most important part of the work, and meant for them to be shifting "empty spaces" in the overall design. The frescoes were inspired in part by the renaissance in mural painting fostered by the federal government’s Works Progress Administration.
