Committee recommends land for perpetual easement swap to board

UNIVERSITY PARK, Pa. — The Committee on Finance, Business and Capital Planning today (Nov. 12) is recommending a proposal to swap University-owned land for a perpetual easement on  real estate owned by the Borough of State College, as part of Penn State’s update to its Water Reclamation Facility at University Park.

The proposal goes to the full board on Friday, Nov. 13, for its consideration.

Penn State is undergoing a $65.2 million project to update the Water Reclamation Facility on University Drive in State College, which includes improvements to treatment processes, increased security and upgraded safety. 

Plans call for realigning the current entrance to the facility to improve sight distance and provide better visibility. The proposed new entryway would require exchanging a .35-acre parcel of Penn State property for a perpetual easement over a .42-acre parcel of borough property, both of which are located on University Drive.
